Dr. Noel Hacegaba is responsible for managing the day-to-day administrative and operating functions of the Port, including finance, human resources, real estate, business development, operations, communications, and security. He was named to the post in August 2018 by the Long Beach Board of Harbor Commissioners, the governing body for the Port. Previously, Dr. Hacegaba served as the Port's Managing Director of Commercial Operations and Chief Commercial Officer from 2014 to 2018. In this role, he was the senior executive responsible for developing and executing business development strategies to drive cargo and revenue growth.

"In his current role, Mr. Hein serves as the Gateway Director for the Mid-Pacific Region for the U.S. Maritime Administration. His responsibilities include promoting economic growth; mitigating port and highway congestions; environmental compliance; support shipbuilding; and emergency response.
The Mid-Pacific Gateway region encompasses a portion of the Southwestern United States and the Mid-Pacific to include the states of Arizona, California, Hawaii, Nevada, and Utah, and the U.S. territories of Guam, American Samoa, and the Commonwealth of the Northern Marianas Islands as well as for reporting purposes, commercial activity on Mexico's Pacific Coast."

"As President, David Bolduc is responsible for overseeing the administration, programs and strategic planning of the Green Marine organization. He leads a team of seven employees based in Quebec City, St. John's and Seattle. Reporting directly to the Board of Directors, he is Green Marine's leading representative and outreach agent.
His appointment as Green Marine's executive director in January 2010 followed his active participation in creating the environmental certification program while employed at the St. Lawrence Economic Development Council (SODES), a founding member association. He joined SODES in 2005 as the environmental and economic coordinator after two years as a researcher for the House of Commons in Ottawa. He went to work for the Canadian government after completing a Bachelor's in International Studies at York University in Toronto and a Master's in International Relations at Université Laval in Quebec City.
In 2014, David received the St. Lawrence Award from SODES to recognize his outstanding contributions as an individual to the maritime industry. He was appointed President in 2022."

Wang previously served as Deputy Director of the Engineering Department at the former Kaohsiung Harbor Bureau. Following the port reform, he held various positions at Taiwan International Ports Corporation, including Director of the Engineering Department at the Kaohsiung branch, Chief Engineer at the Keelung branch, Assistant Vice President at the headquarters, and Vice President of Engineering and Administrative. He currently holds the position of Executive Vice President at the headquarters and concurrently serves as the President of Kaohsiung branch company.

Session #7: Green Future: Sailing Towards Sustainability
Mrs. Chang, Wen-Ying, the Chief Sustainability Officer (CSO) of TIPC, has been associated with the port industry for over 30 years. She served in the former Kaohsiung Harbor Bureau's Navigation Affairs Division and Business Division for 20 years. After the establishment of TIPC, she held positions as the Senior Deputy Director of the Port Business Dept, Senior Director of the Marketing and Logistics Dept, and the Planning and Development Dept, as well as the Chief Secretary of the Port of Taichung. She successfully introduced an offshore drilling platform assembly and processing project to the Kaohsiung Free Trade Zone and promoted Kaohsiung Port as a delivery port for the London Metal Exchange (LME). Currently, she is responsible for overseeing the promotion of sustainable development, the preparation of ESG report, and reporting the sustainability achievements to the board on behalf of the Sustainable Development Executive Committee.

Director Tsai has over 20 years of experience in port environmental management. In recent years, she has utilized digital technology to implement port air quality and water quality monitoring plans, and establish an environmental quality information platform. Currently serving as the Senior Director of the Planning & Development Department at TIPC headquarters, Director Tsai is responsible for port planning, container shipping, and port digitalization. She is strategically shaping the digital development for TIPC with emerging technology.

"Huang has more than 20 years of experience in port and container operation business. He previously worked in shipping liners such as Hanjin Shipping and Wan Hai Lines, and is well experienced in international container operation-related businesses.
He later joined TIPC and hold various positions, including Terminal Manager of Container Terminal of Kaohsiung Port and General Manager of PT. Formosa Sejati Logistics (subsidiary company of TIPC in Indonesia).
He currently holds the position as Senior Director of Port Business Department and Investment Department in TIPC headquarter. He is mainly responsible for port rate regulations, major commercial contract, port promotions, management of subsidiaries, offshore wind power and business evaluation of pioneering energy sources such as wind power, solar photovoltaics, wave energy and hydrogen energy, master planning the new energy business layout of TIPC."
